You want to get it from the main person. You want to get it from the source.
You want to get it from the companies that actually produce it--whether it's a mill or a wholesaler or a jobber, but you don't want to buy your fabric from a fabric store.
This is one of the most important tips to give new designers because it ruins any chance you'll have of profitability. Purchasing fabric from the fabric store actually increases the price of your product so drastically that it won't be sellable.
So please, designers, don't look to fabric stores for purchasing the textiles you need to produce your line. You must go to the source.
